Former President of the Constitutional Court Gagik Harutyunyan denies being forced to resign early last year to allow Hrayr Tovmasyan, a member of the Republican Party of Armenia, to become president of the Constitutional Court before the constitutional amendments take effect in 2015. According to the Special Investigation Service (SIS), Tovmasyan was in office for up to 70 years, not six years.

“There is no difficulty in understanding. I have said this since I was elected a member of the Supreme Judicial Council on May 28 and immediately decided that it is not appropriate for the President of the Constitutional Court to be a member of another institution. I simply relinquished the powers of the [CC] President, which is my right, and no special procedure is provided by law. That's my right. I could have said on television that I had left, ”Harutyunyan said.
